Disable any antivirus

Reset IIS
- Press Windows + R to open Run, type iisreset in the text field, and click OK.
- Now, restart your PC.
- Press Windows + R to open Run, type chntpw in the text field, and click OK.
- A Change your logon information window will now appear. Click on Next.
- Enter the current user account password, and click OK.
Change the permissions of the Windows Installer folder
- Right-click on the Windows Installer folder and select Properties.
- Navigate to Security and click the Edit button.
- Modify the security permissions for the folder and make sure that the user account that you are using has Full Control rights.
Manually install the MSI file
- Download MSI file
Right-click on the MSI file and select Open file location - Go to Windows, then go to System32
- Find Windows Installer folder
- Delete Windows Installer folder
